The Safe Sleep Supportive Housing, located at 13455 107A Avenue, consists of sixty (60) residential units for individuals who are experiencing homelessness or are at risk of homelessness and includes a kitchen, dining area, office space, reception, and medical room. BC Housing and Surrey Urban Mission work together to help residents acquire and maintain housing by connecting residents with supports that meet their immediate needs.

The development is a one storey modular building that is situated on land owned by a private developer and leased to the City of Surrey. The Provincial Rental Housing Corporation (PRHC) has subleased the land that contains the development from the City of Surrey, and Surrey Urban Mission has been contracted to operate the development with funding provided by BC Housing, who has assumed responsibility for the administration of the development on behalf of the PRHC.

As manager and operator of the Safe Sleep Transitional Housing, Surrey Urban Mission is responsible for the delivery of support services at the development. The support services are intended to help residents achieve and maintain stability in housing, enhance access to other community-based supports and services, and strengthen and foster their ability to live more independently.

Facility Access:

  • Facility access is located off of 107a Avenue across from the Chuck Bailey Recreation Centre

  • Only residents, personnel, and registered visitors are permitted on the premises to maintain the privacy of our residents. Visitors can register at Reception.

Resident Selection:

  • Applicants are selected through the Coordinated Access & Assessment (CAA) model, facilitated by BC Housing, which is the part of the provincial housing strategy that manages access to supportive housing in BC.

Support Services:

  • Supporting residents to maintain their residencies, including but not limited to:

    • Directly assisting with room de-cluttering

    • Repayment plans for outstanding Resident Rent Contributions.

  • Individual or group support services, such as: life skills; community information; social and recreational programs.

  • Connecting residents to community supports and services, such as: education; employment; health; life skills; independent housing.

  • Case planning and resident needs assessment.

  • Assistance with Income Assistance, Pension Benefits, Disability Benefits, obtaining a BC Identification Card, or establishing a bank account as appropriate.

  • Two meals each day, including one breakfast and one hot meal.

  • Staff providing on-site support coverage twenty-four hours per day, seven days per week.

How to Apply

Applicants are selected through Coordinated Access & Assessment (CAA), facilitated by BC Housing. CAA integrates a client-centred approach with a single point of access and a common assessment practice to match individuals experiencing or at risk of homelessness with appropriate supportive housing for their circumstances. Applicants may follow the steps below to submit an application to CAA:

1. Supportive Housing Registry (SHR) Application

The Supportive Housing Registry (SHR) Application provides a single point of access for supportive housing. Applicants apply only once instead of filing separate applications with multiple housing providers. BC Housing then works with supportive housing providers, health authorities, and other community partners to access the accommodation that best meets the applicant’s needs. The SHR Application can be downloaded at the link below and submitted directly to BC Housing, or to a Community Connections Worker at any location operated by Surrey Urban Mission.

2. Vulnerability Assessment Tool (VAT)

The Vulnerability Assessment Tool (VAT) is a formal assessment used to measure a person’s vulnerability to continued instability. The VAT is designed for use with adults experiencing homelessness. Service providers use the VAT to identify individuals who would benefit most from high-impact interventions such as supportive housing or ongoing community- based intensive case management services. Surrey Urban Mission and many other service providers in the City of Surrey have staff who are trained to conduct VAT assessments. You can inquire about completing your VAT at most shelters in the City, including any site operated by Surrey Urban Mission.

3. CAA Table

The Coordinated Access & Assessment (CAA) Table is comprised of representatives from BC Housing, the regional health authority, local service providers, and community agencies. The CAA Table meets on a regular basis to review applications for supportive housing and assign applicants to vacant units. The selection process is collaborative, involving participation of both housing providers and referring partners.
